What is the AI Act Art. 4 AI literacy obligation?
Since 2 February 2025, companies deploying AI systems are legally required to ensure their staff have sufficient AI literacy (AI Act Art. 4). Enforcement begins in August 2026 — fines become possible from then.
The obligation isn't only for large enterprises. Solo founders, freelancers, tradespeople and SMEs are affected as soon as they use AI-supported tools with clients or in internal processes — from ChatGPT to AI voice telephony.

Is the AI Act Art. 4 training really mandatory?

Does this apply to solo founders too?
Yes, as soon as you use AI tools with clients or in internal processes — e.g. ChatGPT for emails, voice agents on the phone, AI translation. If you use AI, you must demonstrate AI literacy.
How high are the fines?
AI Act violations can carry fines up to €35M or 7% of worldwide annual turnover. For Art. 4 (AI literacy) the level is set by member states — in Germany, fines will be calibrated in practice to severity and company size.
